If you recently received your personal
property tax bill from the Fauquier County
Treasurer, know that the information
in that bill was carefully assessed and
prepared by the staff led by Ross D'Urso,
who after faithfully serving six four-year
terms as the county's Commissioner
of the Revenue, is retiring at the end
of the year.
A veteran of public service, Ross served as
chief deputy to the previous Commissioner
of the Revenue for five years before being
duly elected to his current position, and
prior to that served in similar capacities
in Prince William County.
The position's duties are varied and
performed in accordance with the laws
and constitution of the Commonwealth.
A primary responsibility is serving as the
chief assessing officer for a variety of
county taxes, including personal property;
real estate; business, professional, and
occupational license (BPOL); and excise
(lodging). His office assesses similar
elements for all three incorporated
towns within the county and reviews
bank franchise taxes that are reported
to the county and state.
In addition, the Commissioner's Office
administers land use programs, upholding
all real property records for assessment
and taxation, as well as leading tax
relief efforts for the elderly and disabled
veterans, and maintaining a part of the
county's Geographic Information System
(GIS)--the base map that shows the
taxable parcel layer. When your home's
value is assessed every four years, the
information is provided to this office.
The same goes for home and vehicle
property transfers.
It's important to note that personal
property tax bills are based on a calendar
year yet are assessed in the summer
and mailed in September. Ross notes
that taxpayer questions often arise when
they receive a bill for a vehicle that may
have sold after the assessment. In these
cases, once the office has the proper
information, the tax is adjusted, and the
customer is notified.
Because laws change, the Commissioner's
Office must continually adapt to how
laws impact assessment and taxation.
Ross notes that when he first began as
Commissioner of the Revenue, personal
property and real estate taxes weren't
prorated. In addition, his office had
to implement the Personal Property
Tax Relief Act of 1998. More recently,
Ross worked with then-Treasurer Beth
Ledgerton to encourage the elimination
of car decals for county vehicles.
Connections between the Department
of Motor Vehicles and the Department
of Taxation have also improved under
Ross, who is often in the thick of
detangling red tape that inevitably
arises in government operations.
Fun fact: Ross is currently the county's
most senior elected official, including all
legislators! His tenure has withstood the
test of time, but even more impressive is
his dedication to the position. Last month,
Ross was honored at the 100th Annual
Conference of the Commissioners of the
Revenue Association by becoming one of
the first localities in the Commonwealth
to achieve office accreditation. This is
no simple task, and accreditation is
only awarded to offices that have met
the rigorous standards set forth by the
Commissioners' Association.
"Commissioner D'Urso has demonstrated
a commitment to Fauquier County and to
good governance," said The Honorable
Thomas Blackwell, Commissioners'
Association president. "This is an
honor that was earned through hard
work and leadership. It signifies that
the Fauquier County Commissioner of
the Revenue office has met the highest
standards of professionalism as set forth
by the Commissioners of the Revenue
Association of Virginia."
As Ross prepares to retire from the
position he has held since 1996, he is
grateful to have served the taxpayers for
so long. His future plans include traveling
with his wife, Joyce, who retired from
Fauquier County Public Schools in 2015,
and playing his beloved guitar. Thank
you for your service, Ross!
