attractive terms for such loans, because the municipality has entered into a sell and rent back agreement
relating to certain buildings. This means that today there is deposited nearly a 133 million euros for buying
back the properties. The council has been able to borrow this money and take out security under
advantageous terms.

The municipality can also borrow quality funds to renovate municipal buildings. E.g. in Denmark, there has
been established a quality fund totalling 2,9 billion euros for government financial participation in
municipal investment in 2009-2018. The purpose of these funds is to elevate the physical environment of
public service areas, such as children and young people and the elderly



One last economic tool is outside pools, which provides grants for special projects. In Egedal, energy
savings in municipal buildings are partially funded by a European demonstration and development project
called Concerto Plus
12.3.10. Technical choices

There are various tools that can support the prioritization of the technical solutions in terms of creating an
overview of investment and repayment period.

In the Danish energy labelling there are some XML files that contain all of the assumptions used to calculate
the energy label for the relevant buildings. For instance, it says how big the building is, how much
ventilation there is, etc. Egedal Municipality's advisor has used these XML files as a basis for their
calculations before and after situations of savings.
