The main concepts - Builders and promoters must possess and become familiar with sustainability and
energy efficiency issues. More specifically the training material introduces them to the concepts of low
energy house, passive houses, zero energy, autonomous buildings, energy-plus houses.

The main technical issues - Builders and promoters must possess and become familiar with technical issues
such as: thermal envelope, airtightness, heating systems, Indoor Environmental Quality (IEQ), thermal
comfort, daylighting and visual comfort

The legislative framework Builders and developer must possess and become familiar with the Action Plan
for Energy Efficiency, the Energy Performance of Building Directive (EPBD), incentive strategies and tools

The construction sector context issue provide builders and promoters with some information on the
current status of the sector in terms of energy consumption and of energy saving potential. The role of
building promoters and builders is to overcome the barriers of energy efficiency buildings deriving from
the fragmentation and poor integration among different elements - what building promoters and builders
must know.

The benefits of the Ecolabel provide builders and promoters with some information on Ecolabel products,
highlighting what Ecolabelled products are and what benefits Ecolabelled products produce. They also
show why Ecolabelled products should be integrated in the building projects especially the low energy
building market with innovative financing schemes

The low energy building market intends to show to builders and promoters the general framework of low
energy buildings market, in terms of global construction outputs and percentage of firms which dedicated
their efforts to design end/or realize green projects.

The innovative financing schemes addresses topics connected with financial issues. In the last decades
innovative financing schemes have been tested all over Europe and now they can be considered
consolidated. Energy Service Companies (ESCOs) are the subjects, which play an important role in the
financing of energy projects.
13.1.4. The Training Material Addressed To End Users

The target group is end users which means people living and using on a daily basis domestic environments.
They play the important role of energy efficient and energy saving co-actor. It has been experienced a
number of times that end users' influence on the energy performance of buildings has a highly significant
impact: for identical houses in identical conditions, the behaviour of the dwellers can lead to a factor 3
difference in terms of performance.

The scope of the training material is to provide the specific target group with information about the scope
and goals of Class 1 project that includes the importance of energy efficiency both at society and individual
level, the implementation of energy efficiency, renewable energies and emissions reductions at end user's
level. As well as adopting of more aware behaviours on behalf of end users in their homes in order to
optimize the indoor comfort and minimize the relevant energy consumption, the importance of choosing
eco-label products at end users level.

The training material specifically developed for end users concerns concepts such as energy efficiency : why
is it so important?, the main technical aspects, low energy houses' advantages, low energy houses'
characteristics, energy consumption and global climate issues, legislation framework .
