1. how to apply the "CLASS1" approach to creating low-energy cost effective and environmentally
responsive buildings;
2. how to integrate daylighting, energy-efficient equipment and passive solar design in residential
buildings;
3. How to use guidelines as support to check if building construction fulfil energy requirements.

The training contents concerns the 3 main typical phases of the operative process:
1. "Planning-setting up requirements" at urban scale;
2. "Approving building applications ­ requirements checking";
3. "Checking procedures after buildings completion and approval.

Phase 1 - Planning-setting up requirements - This phase covers the following topics.

Topic 1 - Promotion of energy efficiency buildings - This topic analyses documents and issues concerning
the promotion of energy efficient buildings with reference and according to the strategy of the European
Union to reduce energy inefficiency in the Member States. Emphasis is put on how to strengthen the
municipal potentiality to support promotion of energy efficient buildings through supportive frameworks
and tools at the local level.

Topic 2 - Breaking with myths - Planning and regulation are often slowed down or even stopped by some
prejudices, attitudes or dogmas which are so rooted to become "myths". Four myths have been identified:
Myth n. 1 - Legislation alone trigger transition - NO, it is not true: it is now clear that promoting energy
efficient buildings represents a challenge too complex to be achieved only by means of legislation.
Myth n. 2 - Sustainability is "unequivocal" - NO, it is not true: the concept of energy performance is not a
clear-cut concept which can be easily adopted in planning and regulation procedures.
Myth n. 3 - One size fits all - NO, it is not true: at national levels, Member States deal with huge differences
in terms of economical, technical, social and cultural aspects. For this reason, the promotion of energy
efficiency in buildings addresses different challenges and, in order to be effectual, needs to be adapted in
practice to the different contexts.
Myth n. 4 - Municipalities are solely authorities - NO, It is not true: Municipalities are not the only authority
involved in the energy efficiency issue although they have a new and complex role to carry out important
initiatives and are key players in many scenarios dealing with local change.

Topic 3 - Best practices : 5 projects - Some municipalities have performed important efforts to promote
energy efficiency in the five participating countries finalised to get a more detailed insight into the buildings
energy performance process. The five municipalities projects are:
Passive house building (Bègles-France);
The vegetable market (Bologna-Italy);
Thermal rehabilitation of apartment block (Odobeti-Romania);
Energy efficient buildings in new urban development project (Stenloese-Denmark);
Reconstruction of public Kindergarten Kaseke to passive house standards (Valga-Estonia)

Phase 2 - Approving building applications : requirements checking - This phase summarizes the specific
concepts, issues, requirements and guidelines defined in the project which will support technicians in their
task of checking if the projects presented fulfil the established requirements

Topic 1 - Guidelines developed on the case of Stenloese Syd, on the basis of Danish conditions concern the
issues of building as thermal envelope, airtightness, heating systems, environmental quality, thermal
comfort in residential houses, daylighting and visual comfort in residential houses.
