thought new was to improve the building framework. In this way, the process was not only about changing
individual technologies, but about an overall boost of the building framework. Eventually, it would be
exciting if behavioural components were increasingly connected to this kind of process, so that the effort
will not only be technical, but also strongly integrate complex user perspectives.
13. Material that can be used by other municipalities
walking the talk
Training is one of the key activities of CLASS1 project. For this reason the training concepts, methodology,
materials and events were conceived in the framework of a comprehensive general framework aimed at
disseminating the CLASS1 concept to the target groups identified in the project.

The driving topic of the training materials and activities performed within CLASS 1 project is:
13.1. How To Build Sustainable Low Energy Buildings
13.1.1. The Training Plan
The training plan was an interactive process carried out with the partners in the project who have
contributed by providing their specific point of views and needs in the framework of local regulation
framework. And with the ambition of partially addressing the gap that exists in the construction sectors
where the actors of the process (designers, clients, builders and technicians of local authorities) are
scarcely prepared to deal with sustainability and low energy new technologies.
The target groups identified in the CLASS1 project are:

builders and developers
·
end users.
13.1.2. Training Material Addressed To Technical Personnel I N Local Authorities
The target group - Architects, engineers, technicians who work in local authorities, at different level of
responsibilities, are asked to operate in tight connection with private economic subjects (builders), manage
urban plans and territorial strategies, decided at higher levels, involving the sale of land and construction of
buildings of different types. Thus, the task of technical staff of local authorities is to match public interests
with private convenience in the full respect of requirements dealing with environment, innovative
technologies in the energy field, protocols for the verification of building projects in respect of existing
directives.

The scope of the training material is to provide the above mentioned target group with the technical
knowledge and tools to make them able to perform their roles and tasks with regard to low energy building
which mainly concern planning activities (following regulation and legislative framework) and checking
activities (applying protocols and procedures, guidelines and checklists).
The training material specifically developed for this specific target group deal with the following main
issues:
